
LUC developing Climate Impacts Framework for Blackburn with Darwen Borough Council
Blackburn with Darwen Borough Council has commissioned LUC to develop a Climate Impacts Framework.
The planning authority will use the framework in pre-application discussions with developers and to guide development management decisions.
The framework will cover key issues including:
- sustainable transport
- identifying and reducing climate risks
- increasing carbon sequestration linked to habitat enhancement
- building and site layout
- achieving energy efficiency
We are developing it in partnership with Blackburn with Darwen policy and development management planners before testing it on several real-life examples. The aim is to create an easy-to-use tool that will help deliver Local Plan policy commitments.
This appointment follows our work last year helping the council achieve its commitment to achieving net-zero whilst addressing the ecological emergency.
